I am in no way qualified to tell you what is wrong with your animal, but I would consider Encephalitis. Its a disease that effects the brain and depending on which part of the brain is effected, it can cause clumsiness, confusion, unbalanced gait, and more.
He could also have the early symptoms of PRA (Progressive Retinal Atrophy). Which is the slow blinding of the dog. Its not painful, so most owners don't notice it until the dog begins to knock into things, lose sight of plain view items, and miss food and water dishes. Have him examined by an ophthalmologist to rule out or confirm that the disease is present.

He's probably blind.
If a pug is having trouble finding it's food, that's a telltale sign that there is something a little off. (I have had pugs since I was 6).
Also, animals with blindness tends to sway or fall over. Dogs can appear to us to be making eye contact because their entire eye is dark, but it is easy for us to mistake him.
Did the vet check his eyes? ( I would recommend another vet.) I'm sure he is fine, but sometimes pugs have bulging eyes (moreso than normal) which can cause early blindness.
Good luck! Keep us posted!!!
You're doing the right things thus far. =) God bless you and your little pup!
